The British Empire came in for a running fire of criticism at the Raw Materials Conference, especially from Poland, which supported the Japanese proposal for complete freedom of immigration to all colonies, abolition of overseas tariffs, and other trade restrictions.

This provoked Sir Henry Strakosch to point out that the British Empire was not a closed monetary economic unit. The Dominions had politicoeconomical autonomy. If certain countries had no raw' materials it was not due to lack of colonies, but the policy of substituting guns for butter.

An American delegate urged extension of the most-favoured nation clause, lowering of trade restrictions, and abolition of Empire preferences.
