TOKIO, March 10.
Mr. I. V. Phillips, who arrived from New Zealand, informed the Press that the New Zealand Government had commissioned him to visit the Nagoya Exhibition and obtain pointers for New Zealand's Centenary Exhibition.
A "Post" reporter was informed to« day that Mr. Phillips had no commission from the Government to make an inquiry into the running of exhibitions. As a tourist abroad, he had received letters of introduction from official sources,, but those did not give him any official status. Mr. Phillips is a member of a firm of public accountants, and is not connected with any. State Department.
