(British Official Wireless.) RUGBY, February 23. The text of the Defence Bill to provide during the five years ending March, 1942, power to the Treasury to issue sums not exceeding £400,000,000 to be applied as appropriations in aid if moneys are voted by Parliament for defence services was issued today. The Opposition has tabled a motion for the rejection of th^ measure in the following terms: "That it views with misgiving the massing of huge competitive national armaments without any constructive foreign policy based upon collective security under the League of Nations, is opposed to financing defence expenditure by loan, and accordingly declines to proceed with the Bill, which will weaken national credit, raise prices, anU depress the standard of living of the people, a».d, moreover, is unaccompanied by any effective measures to prevent profiteering or to co-ordinate the defence forces."

The second reading debate on the Bill will commence on Thursday.
