NEW CABINET
GENERAL AT HEAD EMPEROR'S COMMAND (Received January 25, 12.30 p.m.) TOKIO, January 24. The Emperor has commanded General Ugaki, ex-Governor-Gen-eral of Korea, to form a Cabinet.
General Ugaki had been Governor of Chosen (Korea) since 1931. He was born in 1868 and graduated from the Military Staff College to the General Staff, being sent as military attache to Germany and later becoming Chief of the Department of Military Affairs in the War Department. He rose to be colonel of the 6th Infantry Regiment and later headed the General Affairs Department in the General Staff Office. He became president of the Military Staff College and a Counsellor to the Crown Prince. After_ being commander of the 10th Division, he was Minister of War in the Kato and Wakatsuki Cabinets and was made a Supreme War Counsellor.
