GERMAN NAVY BERLIN, This Day. Vice-Admiral Carls, the new com-mander-in-chief of the German navy, took over at Kiel, boarding the .cruiser Koln while the Nuremberg gave a salute of fifteen guns. Carls is the officer who, when the loyalist warships held up the Kamerun in August, warned the Spanish commanders and ordered the vessels to reply forcibly to any unjustifiable act.
