GERMAN ADMIRAL RETIRES
PARIS, December 31.
According to newspaper information, Vice-Admiral Forster, Com-mander-in-Chief of the German navy, resigned a week ago because "he could not allow German warships to be exposed to grave risks along the Spanish coast." Recently it was reported that ViceAdmiral Forster was retiring at the end of the year and that Rear-Ad-miral Carls would succeed him temporarily. A message from Berlin states that Vice-Admiral Forster says his retirement was decided on a year ago to give younger men a chance.
