DISCUSSION BY CABINET

WASHINGTON, December 19.

Plans for the construction of two battleships were discussed by President Roosevelt and Cabinet following the announcement in London yesterday that Britain will invite bids for a new capital, ship. Any definition of the United States Government's policy was withheld until January 1 in accordance with naval treaties.

A Washington cable dated December 1 stated* that ~the "New York Times," in an exclusive statement, said that when President Roosevelt returned from Buenos Aires one of his first acts would be to invoke the power voted by the last session of Congress to start construction early in 1937 of two of the most powerful battleships ever built. They would be of 35,000 tons, with a speed of 25 knots, but the calibre of the guns had not yet been decided.

Admiral Standley revealed that the navy, at the next session of Congress, would ask for an appropriation of £175,000,000 dollars for a 10-year building programme for the rehabilitation of the battle fleets and auxiliary craft.
