PETONE TRAFFIC
REPORT OF BYLAWS COMMITTEE
The points raised by Councillor J. Huggan in his memorandum on traffic problems in Petone were replied to j in the report of'the bylaws committee 1 presented to the meeting of the Petone Borough Council last evening. The committee's report was as follows:— 1. Can any planning be done in Petone that would assist in the allaying of congestion of traffic? —The preparation of a town plan, which is being withheld pending stronger powers being given to carry out the provisions of the Town Planning Act, will provide for alternative traffic routes and arterial roads. Zoning will be a matter of primary importance dealing with the question of congestion. 2. What volume of traffic can be diverted from Jackson Street?—-This committee will, if the council desires, submit a bylaw prohibiting through traffic, over a certain weight, along Jackson Street. The completion of the overhead bridge near the Grand National crossing is expected to assist in diverting traffic from the above street. The Transport Department's permission would first have to be obtained to the framing of a bylaw to divert such traffic. 3. Should a time limit be placed on motor vehicles in Jackson Street'— The borough inspector has been asked to overhaul the parking bylaws in the borough in order to assist the committee to make a recommendation to the council in respect to this matter. In the meantime, he has also been asked to enforce the ten-minute parking bylaw in Jackson Street and to prohibit double-banking of vehicles in the street.. , ~ 4. Is not the time ripe for the appointment of a full-time traffic inspector for Petone?—This matter has already been before the council when the question of a joint traffic inspector for Petone and Lower Hutt was considered. The question was held in abeyance pending the Government's decision as to how it intends to deal with traffic control. The Town Clerk has since been further advised by the Transport Department that it is advisable to continue to hold the matter over until the Department has received a report that is being prepared by a special committee, upon which its decision will be made as to its intention with regard to traffic control. The committee was empowered to bring down a bylaw prohibiting vehicles over a certain weight using Jackson Street for through traffic.
