PERTURBATION OVER SPAIN
LONDON, November 27.. The Parliamentary special correspondent of "The Time's" states that Cabinet was summoned,, necessitating three Ministers cancelling engagements in various parts of the country, and I sat for nearly an hour and a half. The "Daily Mail" states that the Government's perturbation over the Spanish situation necessitated the surprise meeting of the Cabinet. Ministers were warned to be in readiness for further consultations, if necessary, at the weekend. It is believed that Cabinet discussed the granting of belligerent rights "to the Spanish combatants with a view to, demonstrating Britain's neutrality more definitely, and taking every precaution to prevent Britain from being involved in the conflict. ' It is understood that no decision was reached. 9
