RIGHT TO BE HEARD
NON-INTERVENTION QUESTION
GENEVA, September 23. While the League is wrestling with the Abyssinian dilemma another difficulty is looming through the action of the Spaniard Senor Delvayo in placing his name at the head of the roster of speakers for the purpose of telling the Assembly the Government's story _of contravention of the non-intervention agreement. Some delegates attempted to restrain Senor Delvayo, who replied that nothing would deter him. It is expected that he will demand sanctions against Portugal and the placing of an international commission on the frontier of Portugal to prevent the passage of munitions to the insurgents.
