On account of the Spanish situatioa and the disturbed European conditions generally the Navy Department was instructed by the Department of State today to re-create the European Squadron after a lapse of seven years. . >
The 7500-ton cruiser Raleigh will be Rear-Admiral Fairfield's flagship, raplacing the Quincy. Other units will be the destroyers Kane and Hatfi'eld, and the coastguard cutter Cayuga, all .of which are now operating near Spain.
The fleet's mission will be to protect Americans in emergencies and to display the American flag' in European ports. . . : . . . •.
