RUSSIAN PARLIAMENT
OETHODOX STYLE PROVIDED FOR IN NEW CONSTITUTION LONDON, June 2. The "News-Chronicle's" Moscow correspondent reports that the draft new Soviet Constitution provides for a Parliament to be elected every five years consisting of a Lower House of 600 members, where all legislation will be initiated, and an Upper House of 2QO members.
The franchise will be granted to all workers, including clergymen and former Tsarist officials, who have hitherto been disfranchised.
Parliament will assemble twice annually for a period of 60 days for each session.
