The "Daily Telegraph's" Vienna correspondent says that 2000 Heimwehr men cheered and flung up their hands in the Fascist salute as Prince Starhemberg left for Rome for a football match between Austria and Italy on May 17, which he is attending as leader, of the Austrian Spoys organisation.; Prince Starhemberg was in a defiant mood, declaring: "The fight for Fascism in Austria is not over. It is only just' beginning;. It will start in. earnest when I return. Fascism will triumph." Dr. Draxler,. Minister of Finance, declared that the visit was arranged months ago, and has no political significance. ■ He stated that the Chancellor intends to disarm the. Heimwehr immediately. • . Foreign pressure was partly responsible for Prince Starhemberg's eclipse. Immediately his telegram to Signor Mussolini, congratulating him on the victory in Abyssinia, was published, the British, French, and Czech Ministers called on Dr. Schuschnigg and asked whether Prince Starhemberg was expressing the Government's • views. Dr. Schuschnigg, already angered by his rival's insubordination, answered by removing him from office. ' DISARMAMENT OF HEIMWEHR. The Chancellor, Dr. Schuschnigg, formally took over the leadership of the Fatherland Front in the presence of delegates of semi-military organisations. He expressed appreciation of Prince Starhemberg's - services, but pointed out that any "form of dualist Government would lead to friction and delay. The working classes would be adequately represented in the Fatherland Front, which would not inquire about past political affiliations: He announced the disarmament of the Heimwehr, which Prince Starhemberg recently declared he would permit only over his corpse, by announcing that there must be no armed formations apart from the volunteer militia. Foreign policy, he said, would be unchanged. Prince Starhemberg would be placed at the head of the organisation for the protection of mothers, so his name would be permanently associated with patriotic work. • Prince Starhemberg has arrived in Rome' and will see Signor Mussolini tomorrow. A cable published yesterday stated: Dr. Schuschnigg; Chancellor of Austria had announced that Cabinet had been reconstructed. ; Dr. Schuschnigg now holds the posts of Chancellor, Foreign Minister, and Minister of National Defence. The. Vice-Chancellor is Major Baar Barenfels. Prince Starßemberg the former Vice-Chancellor and leader of the Heimwehr, is no longer in the Cabinet. It was semi-offlcially stated that the object of the reconstruction was the "strengthening of forces ready to build up an independent Austria" In addition to his Ministerial-posts Dr Schuschnigg ■ has taken over from Prince Starhemberg the; command of the FatherlanH Front. ■ Tnefe are now only three Heimwehr supporters in Cabinet. Other Ministers are mainly members of the Catholic Party. The reconstruction is thus a severe defeat for Prince: Starhemberg, who' is no longer a member of the Government.
