In order to meet the annual charges' for interest and sinking fund it is' proposed to pledge a special rate of thirteen twelvehundredths (13-1200 d) of a penny in the pound on the rateable value on the basis of the unimproved value of all rateable property in the City of Wellington, but insofar as the revenue of the Milk Department are available the rate levied •will be reduced.
