The meeting of the Locarno Powers decided to adjourn until May 15. Mr. Eden and Lord Halifax have left for London, and Baron Aloisi for Rome.
-. A communique states that the representatives of England, France, Belgium, and Italy noted that the German Government had not made a ■contribution to re-establishment of confidence which was indispensable for the negotiation of new treaties. They consider it desirable, however, to explore all opportunities for conciliation for the purpose of elucidating a number of points in the German memorandum, notably those to which attention was drawn in the French memorandum. A representative of the United Kingdom is to 'establish touch with Germany for that purpose, and will inquire particularly the meaning permany attaches to the proposed bilateral treaties and how they will fall within.the framework of collective security and mutual assistance provided in the League Covenant.
FRENCH RESERVATIONS.
-~ France has made all reservations in case of any material change in the JRhineland situation during these discussions, in the event of which the four Powers will meet immediately. - The Powers resolved to communicate the French plan to the League for detailed examination, and to ask Germany to agree to similar submission of her memorandum of March 31. Baron Aloisi reserved approval on behalf of Italy.
The communique formally records the. initiation of staff talks on April 15 and the decision to meet in Geneva in any case during the League Council fessions ,in May. .
