MEETING AT GENEVA
MEANS OF CONFERRING WITH GERMANY
THE STAFF CONVERSATIONS

RUGBY, April 6.
The opportunity afforded by thft presence in Geneva this week for the sitting of the Committee of Thirteen of the British Foreign Secretary, the French .Foreign Minister, and the Belgian representative will be taken for conversations on developments arising out of the remilitarisation of the Rhineland, the recent meetings in London, and the German Govern* ment's memorandum of April 1. Press messages from Paris indicate that French counter-proposals will also be available for discussion. It is assumed that M. Flandin will be present as the French represent*tive and that M. Van Zeeland, the Belgian Prime Minister, and a representative of Italy, will attend. The "Daily Telegraph's" diplomatic correspondent anticipates that the British Government's efforts wili be directed to finding with France and Belgium a means of opening discussions with Germany on European security as a whole.
According to present arrangements, the conversations between the British and French and Belgian general staffs provided for in section 3 of the draft proposals of March 19 will be opened in. London on Wednesday. It is expected that at the present stage they will be of a very general character.
