MR. J. L. CARVIN'S OPINION
(Received December 16, 1 p.m.) LONDON, December 15. Mr. J. L. Garvin, writing in the "Observer," defending the peace plan, says that competent statesmanship has nothing to put in its place and it will go through now or later in its mam shape. Some settlement of this broad character is the only way out.
