GENEVA, October 28.

On the last day for the 57 countries concerned to declare their intentions regarding sanctions only 39 pronounced willingness to impose sanctions No. 1, the arms embargo, and declared that they have already implemented the undertaking. They are South Africa, Argentina, "Australia,' Belgium", Britain, Bulgaria, Chile, China; Columbia, Cuba, Denmark, Dominica, Estonia, Finland, France, Greece, ' Guatemala, Holland, Hungary, Irak, Iran,- the Irish Free State, Latvia, Liberia, Lithuania, Luxembourg, Norway, New Zealand, Switzerland, Poland, Rumania, -Sweden, Siam, Spain, Czechoslovakia, Turkey, Russia, Uruguay, .and. Yugoslavia. Twenty-four countries agreed to sanctions No. 2, the ban on loans and credits, which are 'already in operation by South Africa, Australia, Belgium, China, Britain, Spain, France,. Greece, Guatemala, Holland, Irak, Iran, Latvia, Liberia, Lithuania, Luxembourg, Norway, New Zealand, Rumania, Sweden, Czechoslovakia, Turkey, Russia, and Yugoslavia.' Eighteen countries agreed to sanction No. 3, refusal of Italian" imports. They are South Africa, Australia, Belgium, Britain, Estonia, France, Guatemala,, Holland, Liberia, Lithuanui, Luxembourg, Norway, Denmark, Sweden, Spain, New Zealand, Russia, and Poland. The last-named country is building ,up a reserving right to import motor-cars and a ship which is at .present being built at Trieste. Fourteen countries agreed to sanction No. 4, the. ban in exports oi raw materials to Italy. They are South Africa, Australia, Britain, Holland, France, Guatemala, Liberia, Denmark, Norway, Sweden, Spain, New Zealand, Poland, and Russia. South Africa, Guatemala, Liberia, New Zealand, Poland, and Russia have agreed to collaborate for mutual support. Switzerland, after-a long Cabinet meeting, decided on an embargo on the re-exportation and transit of war materials destined for Italy and Abyssinia and preventing German goods entering Italy. "The Times's" Geneva correspondent points out that in view of. the brief notice on an important matter decisions are not expected until the meeting of the Co-ordinating Committee onOctober 31.
