After Lord Salisbury had delivered half an hour's attack, Lord Ponsonby protested against a tirade being made on the occasion of the first reading without notice.

Lord Halifax, President; of the Board of Education, replying, pointed out that Lord Salisbury's procedure was so unusual that only five times had it been followed since 1846, twice out of the five by Lord Salisbury himself.
