REFEREE'S 'LECTURE
ALTERATION TO RULES
The first of a series of lectures oa the laws of Soccer, to be given this season under the auspices of the Wellington Referees' Association, was delivered by Mr. A. E. Caisley in the Basin-Reserve Pavilion this' week.
Mr. Caisley gave a series of lectures last season, and at the close of them a paper was written by those who had attended them. This week Mr. Caisley took the winning paper for his subject^ the paper being read and then discussed.
Off-side and charging laws were dealt with by the lecturer, who said that charging was permissible at all times, but it must not be violent or dangerous. Most players, when charging an, opponent, used their arms and elbows, which was entirely wrong. A fair charge had to be from shoulder to shoulder, the arms being at the side. Mr. Caisley drew attention to the recent alterations to laws 12 and 13, which now read as follows:—
Law 12.—A. player Returning to the field of play or a- player- joining; his team after play has commenced with-' out reporting .to the referee should be cautioned; "if .h«f- commits a. more important " oflEi?nce apart1 from that 'he should be penalised[according to law. Law 13.—1f a game has been stopped in consequence offiungentlemanly i behaviour by a player,;it must be resumed by a f ree-kisk in fayoiir of the opposing side, whether the player has only been cautioned or sent off. the field; of play. -.'■•■
At the conclusion of ttie lecture, Mr. J. W. Graham, who presided, thanked the lecturer, but expressed disappointment that there was not :a larger attendance. He hoped that'all referees and players, would attend the next lecture, which is to be= given .at' 8.15 p.m. on Tuesday, May 14,' in the Basin Reserve Pavilion.
