How branches of the Farmers' Union created"1* ', embarrassment for. Mr. W» J. Poison, M.P.itheir President, when-fighting certain clauses of the Mortgage corporation Bill in Parliament, is revealed in a circular issued from Dominion headquarters of the Union. It statesi "To some the word •discipline* is irritating; nevertheless, it must be apparent to all that more of it is urgently needed in a union, an organisation without discipline oust gradually weaken and crumble, and moreover,' such an organisation never carries the punch it should, since "union is strength? is absent. Recently two phases of want of discipline have been revealed, viz. (1) want of loyalty tq executive decisions and (2) correspondence being forwarded direct to Ministers without going through the recognised cnannel. The last Dominion executive meeting approved of the creation of ■-the proposed national Mortgage Corporation, provided that (aj the bonds Bhouldbe sold at a rate of interest low enough to secure a reduction in interest to farmers* ■ and (b) control of the Corporation should either be Co-operative control or state control, preferably the forcer. as such a p.olicy was agreed to by the Dominion executive, it behoved provinces and branches to accept the, same as the national policy, of the Union. Unfortunately, resolutions regarding this Bill passed by some .'provinces and branches, through, being hardly parallel to the parent executive's decision, have made the position of the union in the' matter somewhat obscur* and have made the advocacy of the .Union's policy in Parliament by the Dominion President- most perplexing. In addition, several branches forwarded their resolut- !. ions direct to the Ministf of Finance without notifyinghead office of the text, dead office does not suggest that provinces and branches should be "nozzled" over pro*" blems affecting farmers, but it is expected that more ,cohe3i^n should prevail and that branches should pu> forward their resolutions to their provinces for confirmation, and in turn provincial offices should forward these resolutions to head office for transmission to thes Minister concerned, if in &eepin & with the Union's policy.
