iA study of the Recovery Programme initiated in the United States by President Roosevelt is given in "The New America" by the Right Hon. Sir Arthur Steel-Maitland (Macmillan). As the author shows, it is not only a recovery programme; it is also one of reform and reconstruction. Sir Arthur was invited by the Rockefeller Foundation of New York fo go to America last autumn and to give an opinion on the Programme. He continued his investigations in the United States for some months and repeated his visit this summer in order to form an opinion at close quarters of. the latest developments. In this way he has had a unique opportunity not only for gaining information but for personal contact with the leading men in politics, industry, finance; agriculture, and economics. "The New America" deals with each of the main aspects of the Roosevelt Administration—the N.R.A.; the currency policy of the Government; banking and finance; the agricultural policy; unemployment and relief measures. It also contains a sketch of the economic and political background and a forecast of possible developments in the future. The experiments in government in the United States are of so much importance to others besides Americans that a description based upon first-hand information, and judgments which are the result of knowledge and a wide experience of public administration, should be of very wide interest.
