"When you refer to tho difficulties and anxieties which resulted from the present situation I agree with you that they can very well be overcome by general good will. '•In tho relations between nations I see no problem which is incapabl* of an amicable solution if handled with insight; I refuse to believe'that good will is lacking today in any responsible quarter abroad. "The German people and their Government are, in any case, resolved to contribute their, share towards shaping of the relations between the nations which will secure successful co-opera-tion on the basis of equality of rights for all, and thereby alone guarantee the prosperity, and progress of mankind. May the New Year bring' us nearer to this lofty goal."
