He is discussing naval and militaiy questions with each Dominion Government. lli& ippmtcd object is to induce, them lo indicate, (iiniamentb and forces in an elaborate plan of Imperial war co-opera-tion. The question is being asked in the lobby: 'Why this "hush-hush" pietence, and the statement that the tour is purely private?' "
