FOUNDATION IN CANADA APPOINTMENT OF CHIEF : OTTAWA, September 6. . The Dominion Government today, appointed Mr. Graham Ford Towers, aged 37, assistant general manager of the Royal Bank of Canada, to head the 1 new Central Bank in the' process of establishment, • The Government will appoint a deputy governor from some other central bank within the Empire so that the Bank of Canada, in its initial phases, will have the services of one of the high executives' with practical experience of central banking work.
