The "Daily Telegraph ■' Manchester correspondent says that, although Lancashire welcomes the cotton concessions as mitigating tho hardships duo to the cancellation of many orders, tho feeling against tho ' new duties is unappeased. A joint committee of tho cotton trade organisation meets on Thursday to discuss further action.
