GENERAL HIGGINS RETIRING
ELECTION OF SUCCESSOR

KUGBY, August 9.
Forty-seven delegates from 22 countries will attend tho meeting of the Salvation Army High Council, which will bo held in London on August 28, to elect a successor to General Higgins, who will retire from tho leadership on November 1.
Tho election will bo by ballot, and a two-thirds majority is required befor© the new general can bo appointed. Nothing in tho laws governing the Salvation Army precludes a woman from becoming General. A sister and daughter of the lato General Bramwell Booth hold high rank in the list of officers and aro members of tho High Council.
