RUGBY, August 9.
The President of tho -Board of Trade (Mr. Walter Riinciman) was in conferenco in London today with' officials of his department regarding difficulties, in connection with the liquidation of a considerable amount > of commercial debts which arc now duo from 6wmany for goods actually delivered, and which, it is understood, tho German debtors are unablo to remit because of tho restrictions on foreign exehango imposed by tho German Government.
