It is understood that4 the tour has . been arranged on tho advico of Signor Mussolini in order that Otto may be in a neutral country when the question of tho return of the Habsburgs is discussed. Tho Little Entente, which previously opposed the restoration of Austrian monarchy is understood to havo modified its views. King Carol of Rumania and King Alexander of Yugoslavia aro meeting to. discuss tho situation.
