MOTOR TAXATION INQUIRY
The Minister of Transport has asked the Transport Board to make a complete, inquiry into motor taxation at the earliest possible date. This is undoubtedly necessary. The whole system requires revision, and the longer inquiry, is delayed the more danger is there of Parliament finding itself committed to some further patch-work of exemption or derating. This is shown in the claim by farmers for exemption from the heavy vehicles duty, a claim indirect conflict with the farmers' own policy that users should pay for the roads. The inquiry should not be directed, however, merely to consideration of a few anomalies, but should embrace the greater issues of road cost, equality in rlie basis of competition With- other transport and systems of control. Valuable guidance can be obtained from ' the _ English Salter Conference report. 'There is only ouc danger thai we see—that the Transport Board, with many other duties thrust upon it, may not have time io- make the most thorough investigation. We, hope that' the Minister will see that this danger is avoided.
