; - WASHINGTON; March. 29. . After its disastrous reversal on the veterans' compensation issue, the Administration seemingly gained, control of Congress 'today when the House, by 272 votes to 111, passed tho reciprocal tariff measure. i
The only important amendment limits the President's power to adjust tariffs by executive order to a three years' period. The-Senate, by 46 votes to 30, passed the Bankhead Cotton Bill over the protest of.-many Bepublieans that it was unconstitutional arbitrarily to limit the amount of cotton a planter may produce. Although a few amendments.to tho House draft were added, requiring conferences, it is virtually assured that the Bill will become law. . '
Two hundred and fifty million dollars, to be used to balance tho United States cattle industry through a reduction of herds, marketing agreements, tho eradication of diseased dairy cows, and the purchase, of dairy and beef products for distribution to tho needy, were authorised by Congress today as the Senate completed action on tho JonesConnelly Basic Commodity Bill. Tho House took similar action some days ago. _^_^__^__^^_
