FRANCE DEFAULTS
WAR DEBT PAYMENTS
AMBASSADOR'S NOTE
WASHINGTON, December 17. France formally defaulted her war debt payments today.
The French Ambassador (M. la Boulaye) and the Acting Secretary of State (Mr. Phillip) exchanged notes. M. la Boulaye said that tho situation had not changed since the Chamber of Deputies refused to sanction the payments; he reiterated the French contention that the Lausanne agreement and the Hoover moratorium would make rearrangements regarding the debts necessary. "The French Government never contemplated the unilateral violating of undertakings freely.entered into," the Ambassador added. He expressed a hope that the differences would subsequently be, adjusted.
Mr. Phillip's reply merely noted the receipt of the French communication without comment.
