GENERAL REGRADING

POWER OF POSTPONEMENT

Several provisions of interest to public servants are incorporated in the Finance Bill, read a first time in tlie House of Representatives on Saturday night. Authority is given for the postponement of the first general regrading of officers in the Public Service, the Post aud Telegraph Department, and the Railways Department. The date on which the regrading will take place is to be fixed by Order in Council, and the same method will be employed to indicate tho date on which the respective regradings will take effect. Another provision lays it down that in adjusting payments to superannuitants for work done in the Government service the basis is to be tho nominal salary on which contributions were mado to the fund at the time of retirement. Authority is afforded Mr. J. S; Barton, S.M., to elect within a month to contribute for superannuation purposes on the basis of his salary before the wage and salary reductions were made. Payments* to specified retired public servants of the full amount of their retiring allowances for periods during which they were remunerated for special services are authorised by another clause. The former officials concerned are Mr. A. D. Thompson (special services as Deputy Public Service Commissioner during the absence from New Zealand of Mr. P. D. N. Verschaffelt) and Mr. M. B. Esson (special services as representative of the Government at the International Telegraph and Radio Conference at Madrid). A fee of 10s 6d is to accompany every appeal to the Government Railways Appeal Board, the Public Service Appeal Board, and the Post and Telegraph Board. If the appeal is successful tho sum will be refunded; if it is. allowed in part portion of the fee may be returned. Employees in the Samoan and Cook Islands Services are to -be eligible for appointment or transfer to the New Zealand Public Service.
