United Press Association—By Electric Telegraph— Copyrteht. LONDON, December 13. Mr. L. C. M. S. Amory, addressing the Empire League, said-. "Wo cannot gamble indefinitely with the foundations of the Empire's existence. Tho seaways must be protected." Sir Robert Horue, referring to shipping subsidies, urged that very definite ac,tion must be taken; He would say to foreign nations, when it comes to a question of subsidies: ''We have as long a purse as you and longer. If you are going to continue subsidies we will tun your ships off the sea."'
