The ,ira:rt)ours Amendment Bill -^vaspassed by the House of Representatives yesterday with, an, amendment which makes it clear that, the sinking-fund edmmissioners of a harbour ■ board are to be a body corporate for the whole of tlie sinking funds, and eoyers the case of the Auckland Board and others whose commissioners have liecn appointed, for sinking fu^ds of one or more of the loans by 'special Act and not under the.general provisions of the Harbours Act. . In view of the assurance .of the Minister of Marine (the Hon. J. G. Cobbe) that •independent legislation would be' promoted; next, session, Mr. H. T. Armstrong' £Lajbour Christciiurch East) did not move.for. the reinstatement of the deleted, provision dealing with the.deposit of refuse in harbours. The Minister said;, it was expected that a conference would take place between representatiTes ■of harbour boaTds and municipal !:bodies, as a result of which a'satisfactory agreement would be reachedj and that could be embodied'in ttie Bill Iwhich would be presented to the House nexi'-session.
