■LONDON, Novembor 9. The text has been issued of the Government's Unemployment Insurance Bill, . which affects 16,000,000 men, women, and children between tho ages of 16 and 65. '
The most important changes 'are:—. An entry scheme, to begin at schoolleaving age. Until the age of 16 benefits are to be payable to the parents. All working-class juveniles under IS will be compelled to attend instruction classes.; Voluntary training courses and. occupational centres will bo provided for unemployed over 18. A new central administrative board will control the whole system from the National Exchequer to municipal grants. It may require attendance at a training centre as si condition of an allowance. . The present rates of contribution and the scales of benefits of the existing unemployment insurance scheme are unchanged. '
