Sir,—Someone ought to tell Mr. Baxter and Major Elliott and the British Government that if they insist on the principle of the quota, in other words, if they refuse to accept all the produce we are able to send them, then we shall not be in a position to pay the interest on the enormous public and private debts which hava been contracted on the distinct understanding that that interest could only bo paid by goods, that is, by our primary production. It is quite true that there is no specific undertaking to accept our produce, but unless the British people do accept that produce we cannot possibly meet our liabilities. That it will be a gigantic task to send the interest pa £200,000,000 of public debt, phis another. £200,000,000 of private' debts, to the in« vestors and banks in England is beyond dispute. Many authorities declare that we cannot find the interest, every year 011 these enormous debts, and it Is quite eertaiu that we cannot maintain .our.pay* ments unless the British people will take our goods in settlement thereof. Some members of the New Zealand Government take great credit for what was ■ accomplished at Ottawa, but that Conference will some day be condemned as the etarting point of our troubles. We asked for preference against the foreigner, and the new British owner-farmer said: "Yes! Wa will tax the foreigners' produce and at the same time we willlimit what we receive from you."
