FOUR-POWER PACT
INITIALLING DELAYED
TALK OF "DAMP SQUIB"
ROME, June 3. The initialling of the Tour-Power Pact has been delayed. This is believed to confirm the rumour of a hitch, especially over Article Three, relating to the stages whereby recognition of German equality will be reached. It is also believed that Signor Mussolini is dissatisfied with France's reluctance to sign. In the meantime official circles continue to be optimistic, but the public are of opinion that the Pact if signed will be only a "damp squib."
