TO NEGOTIATE PROBLEMS

(Times Cable.) (Eeceived June 5, 2 p.m.) LONDON, June 4. "The Times" Eiga correspondent reports that the Soviet has agreed to negotiate at Tokio for the settlement of political and economic problems, particularly the sale of the Chinese Eastern Eailway to Manchukuo.
