SIR JOHN SIMON'S DRAFT
LONDON, May -25. The Geneva correspondent of • tho "Tolegraph" says Sir John Simon's draft greatly extends the scope of the security proposals without^ increasing tho obligations of Great Britain in a military sense. Consequently it cannot be described as a reiteration of tlio Genoya protocol of nino years ago. This protocol definitely committed Great Britain to decisive action regarding an international' ■ force, and Sir John Simon's test does not.
