TEACHERS' FEDERATION

A NEW CONSTITUTION

Three years ago the New Zealand' Federation of Teachers, embracing the primary, secondary,. and technical branches, was established and a • constitution was drawn up, but owing to the difficulty of reconciling the views of the different sections under that original constitution it was felt that some modification was necessary. Accordingl/Messrs. H. A. Jones (Auck-' land), F. A. Garry (Auckland), and F. J. Milner (Waitaki) were appointed a committee to redraft the constitution. This now constitution was before the federation at its annual meetiug today, and was adopted after some discussion. The objects of the federation are, to be:—(a) To promote the cause of education; (b) to promote the interests of the teaching profession; (c) by means of social and other gatherings to encourage esprit de corps among teachers and foster. sympathetic co-operation and unity among the branches of the teaching profession; and (d) to establish branches throughout New-Zealand., .The discussion mainly centred round the question whether the management committee (to consist of three representatives of each constituent body, resident in or near, Wellington) should have power "to act for the federation as occasion demands," /tho difficulty here being that the wishes of the three branches may not coincide. Finallyit was agreed that the committee should have power to deal with such questions as might arise, after consultation with and approval by the constituent bodies. Mr. Garry said that though the amended constitution, as presented by the committee, was more or less innocuous, it represented a basis for gradual development. . The following officers were elected:— President, Mr. H. B. Tomliuson; vicepresidents, Mr. H. A. Jones and Miss Magill; management committee, Messrs. W. A. Armour, P. Martin Smith, and A. S. Farquhar (Secondary Schools' Association), Messrs. T. L. James, R. G. Eidling, and E. Evans (Technical School Teachers' Association), and three 'representatives to be appointed by the Now Zealand Educational Institute. ; . . . :
