MINISTER'S MEMORANDUM

(By Telegraph.—Press Association.) HAMILTON, This Day. Replying to the memorandum issued | by tlie Minister of Finance (the Rt. Hon. J. G. Coates) regarding the butter . restrictions, Mr. Dynes Fulton,' the acting chairman of the New Zealand Dairy I Produce Control Board, stated in an in- 1 terview with the "Waikato Times", that the statement- came as a great I shock, as he indicated to Mr. Coates at a recent conference with him .that the question was finished in view of the , Ottawa Agreement. The industry had rejected the restriction, so had Aus-, tralia, notwithstanding the fact that: they would not be affected to the same, extent as New-Zealand. They opposed it on principle. > ■ In view of the decision reached and, •the fact that butter had risen to 80s cwt, one wondered why Mr. Coates had made the statement at this particular time. Mr. Coates' was fully convei-' sant with the position, and one would have expected that he would have made the statement before the delegation left for Australia. ' ! Mr. Fulton contended that the publication of Mr. Coates's statement might result in a, further agittrtiou by those, favouring restrictions.. Ho felt confident that the producers would just as1 strenuously resent 'interference by the Government in an .industry which it obviously knew nothing about. Mr. Coates had scathingly commented on the cheese quality, but the Government could have given greater assistance to the industry. If Mr. Coates could forecast future restrictions, why was he proceeding with , the small farm scheme and a general policy of increasing' production? , Mr. Fulton was optimistic enough to feel that after the World Conference was over and the world adjustment of finance took place improvements could be expected.
