Huggins today enu phasised. a paragraph from a leading article in tho "Evening Post," which reads: "There is nevertheless a. danger that if apathy and indifference continue a new council will be eloctcd to offlco which will not bo so prudent as the1 outgoing council has been, and the difficulties of the time will bo increased by.rashness and prodigality in municipal spending," As ,a -member
