(British Official Wireless.) ■"'-■■' BUGBY, April 20.: General Sir Samuel Wilson, Permanent TJnder-Secretary for the Colonies, has reported on his visit last year to Malaya. He recommends that a policy of decentralisation be adopted and carried put gradually, the first stage covering a period of four years, to allow a readjustment of the financial relations of the Federal and State Governments and the strengthening generally of the financial position of the Federated Malay States.
