NEW TORE, April 4. The "New York Times" Washington correspondent states that although th« State Department declined to comment on recurring rumours from .Londoa that the British Prime Minister, Mr. Ramsay MaeDonald, would come to the United States, it was learned today that Mr. Norman Davis, now.in! England, was carrying plans-for tha assembling of an international committee' representing the major foreign: Powers in Washington some time- in! the spring to prepare through discussions for the World Economic Conference. It is understood that the plan has President Roosevelt's complete support. f
