BEER BILL AND RELIEF

WASHINGTON, March 21. The House of Representatives approved the. Beer Bill on Tuesday. The adjournament of the Senate before the House vote was taken made it impossible ■to send the legislation to President Roosevelt until Wednesday. Then fifteen days must elapse before sale can be begun in the States not having restrictions against it. President Roosevelt recommended to Congress on Tuesday the creation of a Civilian Conservation Corps to give jobs in the forests, promising to put 250,000 men to work by the early summer, if given authority to proceed; within two weeks. The President out-" lined suggestions for grants to States for relief work and a broad programme of public construction.
The formation of-a new bank,, the National Bank of Detroit, with a capital of 25 million dollars, was announced on Wednesday by the United States Reconstruction. Corporation and Mr. Albert. P. Slogan,, President of General Motors Corporation'.
