LONDON; Mareh 20. The Berlin correspondent of "The Times" states that an Enablement Bill which the Chancellor, Herr Hitler, intends to demand from the Eeichstag, [will give him a blank cheque to govera for four years subject to interventiou by the President, whose rights,.including dismissal of the Government, will be expressly untouched.
One article will authorise the Chancellor to draw up laws winch will take force the day after their promulgation. Henceforth, Herr Hitler's signature will suffice for laws of the Reich instead of the President's, and Parliament will be excluded from legislative work unless the Government invites its co-operation.
