LITVINOFF'S REPLY;
SOVIET RIGHT OF ACTION
United Press Association—By Electrjc Telegraph—Copyright. . ■ , (Received March 17, 1 p.m.) MOSCOW, March 16. The British Ambassador (Sir Esmond Ovey) conferred with M. Litvinoff for ninety minutes, and informed him of the British Government's view that there .was no justification for the changes on which the arrests were made. . . It is understood that M. Litvinoff replied that the Soviet's actions were based on the ground that each Government had the sovereign right to deal with people living in its territory. '
The British Ambassador did' not demand the immediate release of the British engineers, but implied that release was necessary as a means o£ straightening Anglo-Soviet' relations,
