"VOLUNTARY"?

Sir,—Quite a lot of argument is taking place concerning the meaning of "voluntary" and '•compulsory" as applied to New Zealand's loan conversion. It would be interesting if some legal authority could give an opinion as to whether the penal clause for which the Minister of Finance has secured legislative authority constitutes compulsion. As a layman and the holder of securities, I would like to know if the dictionary meaning of the two words is reinforced by the le»al definition.—l am, etc., PUZZLED. ■.
