The Finance Commissar, M. Grinko, I presenting the Budget, said that under the Five-Year-Plan tho Soviet invested 116 milliards of roubles in its' construction programme instead of 86 millions originally provided. All the money was obtained from, tho Soviet's own resources. Over forty-nine million people were receiving State aid and part maintenance to assist them_ in studies. Five per cent, of the Budget was devotee!, to defence.
